France Telecom Mobiles Rates with ILOG
New short-message system processes up to 4 million call records an hour with ILOG Rules

France Telecom Mobiles (FTM), a leading European mobile phone operator, has embedded ILOG Rules in the Avantis rating engine for short-message billing. The C++ business rule software enables FTM to achieve processing speeds as high as 4 million call data records (CDRs) per hour.

"We chose ILOG Rules because it is the best product for immediately reacting to market changes by quickly updating the rating rules of our customer care and billing system," says Jérôme d’Aubuisson, FTM program manager for rating and traffic analysis systems. "The possibilities posed by ILOG Rules give us a tremendous advantage over the competition by enabling us to slash the time needed to implement new rating policies."

Thousands of Rules
Using the Global System for Mobile Communications (GSM) standard, the short-message service sends text messages to mobile phones. With Avantis, service providers and advertisers can send information such as news, advertising and stock quotes. Developed in just six months by seven people, Avantis triggers thousands of rules per second, processing such CDR information as location and duration of call, number of recipients and success of transmission.

ILOG Rules lets FTM tailor information and cost structures to each service provider and advertiser. In addition, with ILOG Rules, pricing policies can be changed quickly and easily, without impacting the main system architecture.

ILOG business rule engines are designed to process rules quickly and efficiently, applying cutting-edge algorithms that optimize the use of computer resources. They are ideal for implementing flexible, easy-to-maintain applications by keeping rules separate from application code. They also allow changes without taking an application offline. This lets telecom service providers rapidly respond to customers’ needs.

ILOG Rules also exists in Java. Certified 100% Pure Java™, ILOG JRules enables non-programmers to maintain systems, with a facility that converts the user’s business lexicon into business rule code. Both versions are fully portable across the leading operating systems, including Windows, UNIX and Linux.

Open Market Adopts ILOG Rules for e-Suite
Top component to power 'dynamic personalization' in new Marketing Studio for Internet

Open Market, Inc., has selected ILOG JRules to enhance the personalization and marketing support features of Marketing Studio, a component in company's new e-business suite. ILOG JRules has the highest performance and lowest overhead of all the business rule engines currently available, ensuring Marketing Studio will be able provide "dynamic personalization," matching customers and web-site contents in real time.

ILOG JRules supports web personalization by enabling applications to map customer profiles to Internet content. It will give businesses using Marketing Studio the ability to create and manage promotions based on customers' profiles and browsing behavior.

Once a shopper is identified at log-in, the dynamic personalization in Marketing Studio delivers a unique site experience, individually tailoring product information, as well as other content and services. For example, a retail customer browsing through an online catalog can receive special promotions or merchandise discounts specific to their geographic location or a special price on a product similar to one purchased during a previous visit.

"Open Market's second-generation e-business suite will empower businesses with a best-of-breed solution for content and commerce management, as well as marketing and personalization," says Paul Esdale, vice president of marketing at Open Market. "Marketing Studio will enable business managers to create and manage marketing campaigns to attract new customers and build loyalty. A strong rule engine is essential to this process.

"We selected ILOG JRules because, beyond matching customers with content, we needed an industrial-strength solution to handle the complexity of the high-volume retail web sites we are targeting with our product."

Indispensable Feature
Personalization has emerged as a basic requirement for merchandising on the web.

"The online selling environment truly represents a self-service paradigm," says Steve Garone, program vice president for application development and deployment at International Data Corp. "In the e-business world, personalization is an important marketing tool for moving customers toward a purchase commitment.

"As an enabling technology for targeted marketing efforts, a rule engine is an important competitive advantage for companies both building and deploying solutions for e-commerce. ILOG JRules takes that competitive advantage up a notch with easy integration that helps dot.com companies deploy solutions much faster."

ILOG JRules in E-Commerce
With companies operating on Internet time, it is imperative that software be readily adaptable so that applications can evolve as customer needs do. ILOG JRules allows business rules to be managed dynamically, meaning they can be added or modified without taking a running application offline. ILOG JRules directly references existing Java business objects, making its rules easy to embed in an existing or new Java application.

ILOG JRules is also thread safe, meaning it can run as one of several threads in an application sharing common business objects. This enables the development of the high-performance, transaction-oriented application servers required by electronic storefronts and other e-commerce applications that need a fast response time for customers accessing a web site.

ILOG JRules can be seamlessly integrated with any Java application, client or server, and can be embedded in an applet, a Java servelet or an Enterprise Java Bean component. Major independent software vendors create applications using ILOG JRules because it enables rapid development and deployment. These vendors are integrating ILOG software components into applications aimed at web personalization, one-on-one marketing, workflow management and electronic bill payment and presentment.
