Telecom Mobiles (FTM), a leading European mobile phone operator,
has embedded ILOG
Rules in the Avantis rating engine for short-message billing.
The C++ business rule software enables FTM to achieve processing
speeds as high as 4 million call data records (CDRs) per hour.
"We chose ILOG Rules because it is the best product for immediately
reacting to market changes by quickly updating the rating rules
of our customer care and billing system," says Jérôme dAubuisson,
FTM program manager for rating and traffic analysis systems. "The

Thousands of Rules
Using the Global System for Mobile Communications (GSM) standard,
the short-message service sends text messages to mobile phones.
With Avantis, service providers and advertisers can send information
such as news, advertising and stock quotes. Developed in just six
months by seven people, Avantis triggers thousands of rules per
second, processing such CDR information as location and duration
of call, number of recipients and success of transmission.
ILOG Rules lets FTM tailor information and cost structures to each
service provider and advertiser. In addition, with ILOG Rules, pricing
policies can be changed quickly and easily, without impacting the
main system architecture.
