ILOG Rule Engine Selected By France Tlcom Mobiles For New Short Message Services Billing System

Powerful ILOG Software Component Can Process Up to Four Million Call Records Per Hour

PARIS, France and MOUNTAIN VIEW, Calif. - April 11, 2000 - Leading European mobile phone operator France Tlcom Mobiles (FTM) has chosen the ILOG Rules business rule software for Avantis, the rating engine for its new short-message services billing system. With the highest performance and smallest footprint among rule engines currently available, ILOG Rules, from ILOG (NASDAQ, EURO.NM: ILOG), will enable FTM to automate the service usage rating process for the Avantis system.

Developed in just six months by a team of seven people at FTM, Avantis is able to process up to four million call detail records (CDRs) per hour with ILOG Rules. This activity involves triggering thousands of rules per second, underscoring the high performance of the ILOG software component.

Supported by the Global System for Mobile Communications (GSM) standard, short message services send short broadcast or highly personalized text messages to mobile phones. With the Avantis short message service, service providers and advertisers can send information like stock quotes, news and advertising to FTM customers. The rule support provided by ILOG will enable Avantis to rate CDRs in real time, processing information such as location and duration of call, number of recipients, success of transmission.

Using ILOG Rules, FTM is able to personalize information and cost structures tailored to each service provider and advertiser. In addition, with ILOG Rules, pricing policies can be changed quickly and easily without impacting the system architecture.

"We chose ILOG Rules because it is the best product for immediately reacting to market changes by quickly updating the rating rules of our customer care and billing system," said Jrme d'Aubuisson, program manager for rating and traffic analysis systems at FTM. "The possibilities posed by ILOG Rules give us a tremendous advantage over the competition by enabling us to slash the time needed to implement new rating policies."

Rule engines are software components designed to process rules quickly and efficiently -- they use sophisticated algorithms that optimize the use of computing resources for rule processing. Rule engines are ideal for implementing flexible, easy-to-maintain business rule applications because they keep the rules separate from the application code. ILOG Rules allows dynamic rules to be added or modified without taking a running system off line. This lets telecom service providers rapidly respond to customers' needs. A 100% Pure Java version of ILOG's rule engine, ILOG JRules, is also available.
